The 2026 edition of the ECR CoR Group Study Days will take place on 10 July in Warsaw, Poland. The event is hosted by Adam Ciszkowski, ECR Member and Mayor of Halinów, where an opening visit will be held on the evening of 9 July. The main topics of the conference are as follows:
- Defending Europe’s Communities: Internal Security, Public Order and Social Cohesion
- Securing Europe’s Border Regions: Threats, Pressures and Strategic Preparedness
Topics
1. Defending Europe’s Communities: Internal Security, Public Order and Social Cohesion
Urban and local security challenges are increasingly linked to organised crime, drug trafficking, radicalisation, criminal infiltration and the emergence of parallel societal structures. This panel will examine how Europe can better respond to serious violent incidents in public spaces, such as the recent terrorist attacks across Europe, and how Member States, cities and local communities can restore public order, strengthening law-enforcement cooperation and protecting citizens’ safety in everyday life. The discussion will also feature the presentation of New Direction’s recent study, “No-Go Zones: Immigration, Islamisation, and the Rise of Parallel Societies.”
2. Securing Europe’s Border Regions: Threats, Pressures and Strategic Preparedness
Europe’s regions and cities are increasingly affected by a deteriorating landscape from Russia's war against Ukraine and hostile activity along the EU's eastern borders, to hybrid threats targeting critical infrastructure and migratory pressures in the Mediterranean. This panel will explore how to better support exposed territories facing security pressures that go beyond traditional local and regional competences. The discussion will focus on border resilience, critical infrastructure protection and cross-border coordination. It will also examine how European, national, regional and local actors can translate geopolitical awareness into practical preparedness on the ground.
