Roberta Angelilli, Vice-President of the Lazio Region and rapporteur of the European Committee of the Regions’ opinion on the “28th Regime – EU Inc. Corporate Legal Framework”, today led a stakeholder consultation, reaffirming the crucial role of regions in delivering a more competitive and business-friendly Europe.
Angelilli stressed that "the EU Inc. must deliver real benefits for businesses, instead of becoming an additional layer of complexity. Our goal is to leverage the voice of regions in drafting an ambitious text that provides simplified procedures and legal certainty for businesses, allowing them to operate more easily throughout Europe”. She stressed that reducing bureaucracy must translate into tangible advantages for entrepreneurs, notably by making it easier and faster to set up and wind down businesses across the Union.
The discussion focused on how the 28th Regime can effectively reduce administrative burdens, remove fragmentation in the Single Market and support entrepreneurship. Participants broadly agreed that cutting red tape and improving regulatory clarity and legal certainty are essential to unlock growth and investment across Europe.
“Businesses operating in disadvantaged regions, as well as in internal or rural areas, must not be left behind, and SMEs, Europe’s economic backbone, must remain at the centre of the 28th Regime", she added. Furthermore, while welcoming the opportunity to set up a company in less than 48 hours, the ECR rapporteur also stressed the importance of ensuring coherence with national frameworks and laws.
The opinion will be submitted for adoption at the European Committee of the Regions’ plenary session in July 2026.
