Defending Europe's local communities: Conservative leaders unite behind stronger borders and safer streets

The ECR Group in the European Committee of the Regions (CoR) held its 2026 Study Days in Warsaw, Poland, to outline the solutions needed to make territories safer and to defend Europe's communities when it comes to public order, internal security and social cohesion.

Hosted by the Mayor of Halinów, Adam Ciszkowski, the event featured several high-level speakers, including the President of the ECR Party Mateusz Morawiecki MP, Marco Marsilio, President of the Abruzzo Region and Presidente of the ECR Group in the CoR, , the Head of the ECR Polish delegation in the European Parliament, Adam Bielan MEP, the Deputy Chief of the Chancellery of the President of the Republic of Poland, Adam Andruszkiewicz, and the Secretary General of the ECR Party Antonio Giordano MP.

Marco Marsilio, President of the Abruzzo Region and of the ECR Group in the CoR, "Europe is witnessing a profound shift in its approach to migration and security. This was clearly demonstrated by the recent vote in the European Parliament on the new EU System for returns of illegally staying migrants, where a broad political majority endorsed measures long advocated by European Conservatives to make our territories safer and strengthen the credibility of Europe's migration system. This development reflects a growing recognition that tackling illegal migration is one of the defining challenges of our time. 

ECR Party President Mateusz Morawiecki, "Europe's strength begins in its communities. Safe streets, secure borders and strong local leadership are the foundation of freedom, prosperity and social cohesion. At a time of growing security challenges, we must equip our regions and municipalities with the tools to protect citizens while defending our shared values. The ECR CoR Study Days in Warsaw brought together leaders committed to practical solutions that strengthen Europe's resilience from the local level upwards".

Mayor of Halinów Adam Ciszkowski, host of the Summit: “Poland has achieved a level of economic strength, security and stability that many generations of Poles did not have the chance to enjoy. Our responsibility now is to preserve it, extend this period of prosperity, and make sure that our communities remain safe, confident and free. We also want today’s discussion to help us understand which mistakes we must avoid, so that Poland remains free from the security problems that have become part of everyday life in many parts of Western Europe".

Władysław Ortyl, President of the Podkarpackie Region and ECR CoR First Vice-President: "EU regions, particularly those serving as the external frontier, are the primary pillars of our security architecture. Our shared priority must be the development and implementation of dual-use technologies, which will allow us to effectively protect critical infrastructure and bolster our resilience against hybrid threats. As regional leaders, we are committed to ensuring that geopolitical awareness translates into practical operational readiness on the ground, securing stability and peace for all European citizens".

The event featured the participation as speakers of Radoslaw Fogiel MP, Emanuele Loperfido MP, Daniel Milewski MP, of ECR CoR Group members Matteo Bianchi, Oszkár Seszták, Jarosław Stawiarski, ECR Local Councilor Wilhelm Bisschop  and a representative from Frontex.

The discussions held during the Study Days also followed the EU Local Dialogue on "Engaging Youth and Democratic Leadership in Local Politics", organised by the ECR Group in Warsaw on the previous day. The event brought together young elected politicians and youth leaders from across Europe to discuss democratic participation, civic responsibility and the role of local authorities in fostering future leadership. Together, the two events reflected the ECR Group's vision of a Europe that is both secure and confident in its future, investing in the next generation while defending the safety and cohesion of its communities.
